With the EU Packaging and Packaging Waste Regulation (PPWR, EU 2025/40) approaching full enforcement, cosmetic and personal care brands exporting to Europe are facing a critical period for packaging upgrading. To satisfy the rising demand for mono-material recyclable packaging for refills and travel samples, Hangzhou Secia New Materials has officially launched Mono-PP XOPP25/LCPP90 three-side-seal die-cut refill pouches, providing functional, sustainable and compliant flexible packaging solutions to help daily chemical brands overcome European environmental trade barriers.

Regulation Drives Industrial Transformation, Traditional Laminated Packaging Faces Challenges

The core principle of PPWR is "Design for Recycling", requiring packaging placed on the EU market to achieve scalable recyclability by 2030. Conventional sample pouches for cosmetics mostly adopt multi-material structures such as PET/AL/PE. Mixed polymers and aluminium foil are hard to separate mechanically, resulting in low recycling value, and such structures will be gradually restricted across Europe.

Advantages of Secia Pack Mono-PP Pouches: All-Polypropylene Structure for Cosmetic Refill Applications

This newly released three-side-seal die-cut refill pouch adopts 25μm XOPP outer film laminated with 90μm LCPP inner film. Both substrates belong to the polypropylene family, forming a pure Mono-PP laminated structure without aluminium foil, metallized layers, PET, PA or other foreign polymers.

  • Sustainability & Recycling: Unified PP material composition eliminates manual separation; pouches are compatible with standard PP mechanical recycling streams, aligned with PPWR mono-material design principles.

  • Functional Performance: Rigid XOPP keeps pouches flat, delivers premium printing quality and anti-curling performance. The low-temperature LCPP heat-seal layer provides consistent sealing strength, preventing leakage of shampoo, body wash, lotion, serum and other formulations, with outstanding resistance to oils and surfactants.
